Calumet City's point-of-sale inspection, step by step

From the city's point-of-sale packet (the newest the city posts):

  1. Apply and pay the fee. $150 for a single-family home, including one reinspection, plus $25 per additional unit. The fee comes from a city fee page dated 2013, so confirm the current amount when you apply.
  2. Read the violation list. It's the minimum repair scope the city will enforce. Here's how to estimate repairs from a village inspection report.
  3. Fix before closing, or accept a conditional certification. Either the violations are corrected, or the buyer takes responsibility under a Conditional Certification of Compliance (next section).
  4. Permits and reinspection. Repairs that need permits are permitted, and the city reinspects.
  5. Transfer declaration and stamps. The city's transfer declaration includes water-balance and inspection sign-offs (see the closing checklist below).

Buying with open violations

Calumet City's point-of-sale packet allows a buyer to accept responsibility for bringing the building into compliance within 180 days after closing, under a Conditional Certification of Compliance issued so the closing can happen. The same form says the property can't be resold or transferred until the inspection is finalized. That makes the 180-day clock part of your rehab schedule.

Closing checklist

The city collects its transfer tax through the Real Estate Transfer Declaration, which includes water-balance and inspection sign-offs. The city recommends picking up stamps at least 48 hours ahead.

Renting it out

Rental units are inspected every year under the city's rental inspection program, and a change-of-occupancy inspection is required before a new tenant moves in.

What else to plan for

Property taxes after the rehab. Cook County is reassessing the south and west suburbs in 2026, and the Assessor reviews municipal building permits to decide whether work is likely to change a property's value. Build a post-rehab tax estimate into your numbers.
