Buying as-is
If violations are found, the seller can repair them and pass a reinspection, or the property can be sold as-is. For an as-is sale, the village's closing packet requires a letter from the buyer's attorney committing to apply for building permits within 30 days of closing, and the permitted work must be completed within the permit period.
Check the rental cap before you buy
Evergreen Park's rental registration ordinance (Ordinance 27-2025) caps rental licenses at 10% of the existing dwelling units in each quadrant of the village, requires leases of at least 90 days, and requires a new owner of a registered rental to register within 30 days of the transfer. If the plan is buy-and-hold, confirm the property can be licensed before you close.
What else to plan for
Property taxes after the rehab. Cook County is reassessing the south and west suburbs in 2026, and the Assessor reviews municipal building permits to decide whether work is likely to change a property's value. Build a post-rehab tax estimate into your numbers.
